DOJ says China’s military was behind massive Equifax breach

The Department of Justice says it knows who was behind the 2017 hack of Equifax that exposed Social Security numbers and other personal data of almost half the U.S. population: China’s military.

A grand jury in Atlanta handed down a nine-count indictment charging four members of the Chinese People’s Liberation Army – Wang Qian, Wu Zhiyong, Xu Ke, and Liu Lei – with conspiring to hack Equifax, damaging the company’s computer systems, wire fraud and economic espionage. Attorney General William Barr announced the indictments in a press conference in Washington on Monday.

“The hackers broke into Equifax’s network through a vulnerability in the company’s dispute resolution website,” Barr said. “Once in the network, the hackers spent weeks conducting reconnaissance, uploading malicious software, and stealing login credentials, all to set the stage to steal vast amounts of data from Equifax’s systems.”

The Equifax data theft is the latest in a series of Chinese hacks, Barr said.

“For years, we have witnessed China’s voracious appetite for the personal data of Americans, including the theft of personnel records from the U.S. Office of Personnel Management, the intrusion into Marriott hotels, and Anthem health insurance company, and now the wholesale theft of credit and other information from Equifax,” Barr said. “This data has economic value, and these thefts can feed China’s development of artificial intelligence tools as well as the creation of intelligence targeting packages.”

U.S. regulators last year accused Equifax of failing to patch a known security flaw that enabled the hackers to swipe about 147 million names and dates of birth, 145.5 million Social Security numbers and 209,000 payment card numbers and expiration dates in 2017. It was one of the largest data breaches in U.S. history.

The Federal Trade Commission also said Equifax stored Social Security numbers and other consumer data in plain text files, which makes them more vulnerable to criminal activity. As part of the deal, Equifax agreed to meet a set standard for security systems and protocols.

In July, Equifax agreed to pay up to $700 million to settle federal and state investigations. The settlement requires Equifax to pay at least $575 million that includes $300 million for credit monitoring services, $175 million to states and $100 million in penalties to the Consumer Financial Protection Bureau.

How to Soothe and Apply Makeup on Inflamed Skin, According to Experts

Irritated or inflamed skin is one of the most common skin concerns we encounter. It also happens to be one of the trickiest to address, especially if you’re unsure as to what is causing your skin to sting, itch or feel raw. Fortunately, a quick visit to your dermatologist will help you find the right treatment that will restore your skin’s clear and radiant glory. That said, the healing process often requires time—something that’s not always on your side. And while applying makeup to hide redness and dry patches seems like a no-brainer, using the wrong products or technique can actually make the problem worse.

Needless to say, it’s important to choose makeup and skin care products that can work hand-in-hand in keeping your blemishes at bay while still allowing your skin to heal and restore itself. But if that sounds like a lot of work to you, fret not. We asked Nicole Akers, Assistant Vice President for Education and Development at SkinCeuticals and Rachel Short, Assistant Vice President for Education and Training at Dermablend—alongside top dermatologists and skin care experts—to break things down for us and share their best tips on how to soothe and apply makeup on inflamed skin.

What Is Inflamed Skin

Redness, swelling, tenderness and warmth are the tell-tale signs of inflamed skin, says New York City board-certified dermatologist Hadley King. While genetics and certain chronic conditions make some people more susceptible to various inflammatory conditions, Dr. King also cites a number of factors that can cause irritations or trigger flare-ups. “Diet and hormone levels, for example, can affect acne, while everything from the weather to your skin care regimen can impact eczema and rosacea. Illnesses or stress can trigger psoriasis and environmental exposure can lead to allergic or irritant contact dermatitis. All of the above are accompanied by inflammation,” Dr. King explains.

The appearance of inflamed skin can also differ according to the cause of the inflammation, adds Dr. King. Acne is characterized by red and tender bumps, which may also be cystic, while rosacea flare-ups “will often present with redness, sometimes accompanied by bumps, swelling and a burning or warm sensation,” she explains. On the other hand, inflammation due to eczema or seborrhea are typically more chronic and come with dryness and flaking. “In allergic contact dermatitis, like poison ivy, for example, the acute inflammation may present with juicy, fluid-filled bumps, itching and stinging,” Dr. King adds.

How Does Makeup Affect Inflamed Skin

As a general rule, inflamed skin should be left makeup-free “to allow the skin to breathe and heal from the source of inflammation,” says board-certified dermatologist Debra Jaliman, assistant professor of dermatology at Icahn School of Medicine at Mount Sinai. Akers echoes this, adding that, “Applying makeup on top of skin that is inflamed can give the appearance of makeup disappearance due to the skin looking to be quenched of the needed item to balance itself.” It can also lead to congestion, which leaves the skin feeling more sensitive, tight or uncomfortable, she adds. This is why using the right beauty products is key, says Short. “Depending on the formula, makeup can either exacerbate or comfort the skin,” she explains.

What Ingredients to Seek Out and Avoid

Anti-inflammatory ingredients like aloe vera and green tea can also help with redness, irritation and sensitivity, adds Dr. Jaliman. “Aloe is cooling and soothes the skin, while green tea helps with inflammation and has powerful antioxidants that can help fade blemishes and scars,” she notes.

How to Prep Inflamed Skin for Makeup

Prepping your skin before putting on a full face of makeup is a must even when your skin is in top form, but it’s even more important when you’re dealing with inflammation. Akers suggests starting with “a five-minute express masking ritual” to soothe and calm the skin. Below is a step-by-step guide.

Step 1: Create the Perfect Masking Mix

Dispense four pumps of Resveratrol B E and a quarter size of Hydrating B5 Masque in a bowl and mix evenly, then apply onto inflamed skin. The combination of potent antioxidants and hydrating ingredients delivers protection and nourishment to stressed skin while replenishing and sealing in moisture.

Step 2: Add Another Layer of Defense

Apply Biocellulose Restorative Masque for at least five minutes. This mask features bio-fibers with heat-reducing water that cool and soothe irritation in sensitive or inflamed skin. Then, apply four to six drops of C E Ferulic to boost your skin’s defenses and prevent further damage from pollutants, UV radiation and free radicals.

Step 3: Soothe and Correct

Calm sensitivity and irritation further by applying four to six drops of Phyto Corrective Gel, featuring anti-inflammatory and antiseptic botanicals that soothe signs of inflammation while minimizing dark spots and hyperpigmentation.

Step 4: Protect

No matter your skin type, sun protection is a must. The Sheer Physical UV Defense SPF 50 provides broad-spectrum defense against UVA and UVB rays without leaving a white cast or greasy residue. Its matte finish and weightless formula make it ideal to wear under makeup.

Choosing the Right Makeup for Inflamed Skin

The type of ingredients used should be your top consideration when it comes to picking out beauty products to conceal irritated skin. “You want to look out for ingredients like silicone and dimethicone because they sit on the epidermis and can inhibit further transepidermal water loss or dehydration,” says Short. “Avoid ingredients like fragrance, lanolin and isopropyl myristate, which can inflame delicate skin,” she adds.

Ingredient quality and shade-matching are also key factors if you want to get the most out of your makeup products. “Because Dermablend uses high-performance pigments, you get great coverage without using a lot of product,” explains Short. “I suggest shade-matching to the areas that are not inflamed, such as your jawline or forehead. You may want to choose a neutral shade to ensure it doesn’t appear too cool on the skin once you apply,” she recommends.

Furthermore, if you want to stay on the safe side, opt for products that are formulated for sensitive skin and are dermatologist- and allergy-tested. “Usage of Dermablend is the perfect cover solution as it is the number-one dermatologist-recommended makeup,” adds Akers.

How to Cover Inflammation With Makeup

Applying your products with a blending sponge allows for a more seamless and natural-looking finish, says Short. Below, she lists some do’s and don’ts when it comes to using makeup to conceal discoloration and other signs of inflammation.

    • DO apply with light pressure as inflamed skin is easily irritated with friction. With a blending sponge or soft foundation brush, use light motions versus rubbing to build pigments over inflamed areas without aggravating your skin. Gently tap the product directly over the area and sweep the edges to make sure it blends flawlessly into the skin.

    • DO use the right pigment according to the type of discoloration and your skin tone.
        • Green: Conceals red marks or lesions.

        • Orange: Hides brown or purple marks in tan-to-deep complexions

        • Red: Covers dark brown or black marks in deeper skin tones

    • DO clean your sponges and brushes regularly. Dirty makeup tools are a hotbed for bacteria, which can infect and worsen your skin’s condition.

    • DON’T sleep with your makeup on. Inflamed skin or not, leaving traces of makeup on your skin overnight is a sure way to cause breakouts, irritation and allergic reactions.

The Right Way to Remove Makeup on Inflamed Skin

Removal of makeup should be done carefully using a mild cleanser like the Gentle Cleanser, says Akers. Formulated for hypersensitive and stressed skin, it gently removes makeup, oil, dirt and debris in one swipe while soothing and comforting your skin. Akers recommends following this step with a nighttime skin care regimen. See her steps below.

Step 1: Reduce Discomfort

    • After cleansing your face, reach for a leave-on overnight face mask like the Phyto Corrective Masque, which is infused with soothing and nourishing ingredients including active botanicals (cucumber, thyme and olive extracts), dipeptides and hyaluronic acid. It is clinically tested to ease redness and discomfort and provides an immediate calming effect to stressed and sensitive skin.

Step 2: Calm Signs of Redness

    • Then, follow it up with the Phyto Corrective Gel for added relief from any signs of inflammation and to help reduce the look of dark spots and discoloration.

Step 3: Replenish Moisture

    • Finally, moisturize with Triple Lipid Restore 2:4:2. This anti-aging facial treatment is infused with essential lipids, vitamin E and essential oils that not only keep fine lines and wrinkles at bay but also restores moisture, quenches free radicals and evens out skin texture.

CoreLogic board calls special meeting to vote on replacement of directors

The board of directors of property data and analytics company CoreLogic announced Sunday a special shareholders’ meeting to be held on Nov. 17 to address the continued $7 billion takeover attempt by two of its investors.

On June 26, Cannae and Senator — who jointly own or have an economic interest equivalent to approximately 15% of CoreLogic’s outstanding common stock —  offered to buy CoreLogic for $65 per share in cash. CoreLogic rejected the bid, calling it an “opportunistic proposal” that “significantly undervalued” the company. The investors then threatened to replace CoreLogic’s board, and CoreLogic issued another rejection of the bid.

On July 29, the two firms issued an open letter to fellow shareholders announcing that they had initiated a process to call a special meeting of shareholders to elect nine “independent and highly accomplished directors” to the CoreLogic board of directors. Their goal is to replace the majority of the board with “nominees who will act in best interests of shareholders” who have no affiliation or association with Senator, Cannae, or any of their affiliates.

Over the weekend, CoreLogic said the purpose of the Nov. 17 special meeting is to consider and vote on the replacement of up to nine of its directors with nominees identified by Senator and Cannae.

In a statement, Chairman Paul Folino said the company has scheduled the meeting “so that Senator and Cannae will have no reason to continue the convoluted two-step solicitation process they are now pursuing.”

He went on to point to recent massive M&As (such as BlackKnight’s $1.8 billion upcoming buy of Optimal Blue and Intercontinental Exchange’s planned $11 billion acquisition of Ellie Mae) in the industry as further evidence that the investors’ bid “significantly undervalues” the company.

FHFA asks Congress for authority to examine mortgage servicers

The Federal Housing Finance Agency issued its annual report to Congress on Monday outlining several legislative steps it is seeking including the ability to examine the books of mortgage servicers.

The watchdog for Fannie Mae and Freddie Mac said the mortgage giants “rely on third-party service providers for a wide range of services, some of which are critical to their operations,” the report said. “These third-party relationships can pose risks related to information security, business continuity, and other safety and soundness issues.”

The Financial Stability Oversight Council and the Government Accountability Office both have recommended that Congress authorize the FHFA to examine third parties that do business with the GSEs, the report said. Combined, Fannie Mae and Freddie Mac guarantee more than half of the outstanding $11 trillion of home mortgages in the U.S.

“FHFA recommends that Congress authorize FHFA to examine the records, operations, and facilities of each material service provider to a regulated entity for the limited purpose of identifying practices that could pose a safety and soundness risk to the regulated entity,” the report said. “Examination authority is distinct from regulatory authority, and FHFA is not requesting the authority to supervise or regulate these other market participants.”

FHFA

In addition to the report to Congress, the FHFA also said on Monday it will be re-proposing the updated minimum financial eligibility requirements determining capital and liquidity thresholds for Fannie Mae and Freddie Mac single-family sellers and servicers.

“FHFA has determined that it is prudent to work with the enterprises to reassess and re-propose these requirements, including incorporating lessons learned from the evolving COVID-19 national emergency,” FHFA said in a release.

The original proposal was made in January and will not be finalized and implemented this month as planned, FHFA said.

Why You Need Copper In Your Skincare

You might have thought that copper was just for plumbing pipes, and used to make the coins in your purse, but now this mighty metal has become a key ingredient in some of the latest beauty youth-boosting products. Powerful antioxidants in copper help it to protect your skin against free radical damage. It also contains antimicrobial properties to help kill bacteria and prevent in inflammatory reactions. And it’s well known for its wound- healing abilities too. Leading skincare expert Dr Howard Murad rates copper as one of the most effective ingredients for regenerating the skin. ‘Copper peptides have been shown to reduce inflammation and promote collagen and elastin production, therefore helping reduce the appearance of lines and wrinkles and improving skin firmness,’ he says.

B&M’s stunning garden sofa furniture is £800 cheaper than identical set from Next

WITH summer just around the corner you might be thinking it’s time to spruce up your garden furniture.

If so, it’s worth heading to your nearest B&M as the discounter has just launched a range of look-a-like furniture for a fraction of the cost of other shops.

B&M is selling a garden sofa and table set for 80 per cent less than Next and it’s nearly identical

Here’s what you need to know.

Garden corner sofa – £199.99

The best deal we found was a corner sofa and coffee table set that cost £200 at B&M, when a nearly identical set costs £999 at Next.

While the two sets look nearly identical – you get more flexibility with Next’s offering, which is made up of five modular seat sections to create different seating arrangements.

There’s even an adjustable section that can turn into a sun longer.

Meanwhile, the much cheaper B&M version may look similar to Next’s but it’s actually one corner sofa and a table, so you don’t have the same flexibility.

It’s also smaller, so you won’t be able to seat as many people.

Aldi is also selling a very sinilar corner sofa for £199.99 in store and online – the same as you pay at B&M.

String bench – £50

This Next bench costs three times more than the B&M equivalent

Can you spot the difference with this B&M string bench that’s three times cheaper that Next

B&M’s next bargain is the Hawaii String Bench which costs just £50. It’s nearly identical to a Next bench that costs three times more at £150.

The cheaper B&M version is available in white or grey, while Next’s offering comes in grey, natural or teal.

Other than the changes in colours we struggled to tell the two items apart, although the descriptions say that B&M’s bench is slightly bigger.

The B&M bench was the cheapest one of it’s kind that we could find. The next cheapest was a black bench from JMart.co.uk for £69.99.

Five piece cube patio set – £250

Head to B&M to save £49 on a garden set

This Asda set costs 16 per cent more than its B&M rival

The next item in the B&M garden sale is a five piece cube patio set costing £250.

It’s one of B&M’s more expensive offerings, but it’s still 16 per cent cheaper than this virtually equivalent offering from Asda, which costs £299.

Both sets include a glass-topped table and four matching chairs in the grey weave.

They both also come with detachable cushions.

We couldn’t find a cheaper version online, The Range’s closest equivalent cost £329.99 while Argos had a similar version for £300.

Amazon often has good deals on patio furniture so it’s worth checking there for a bargain.

Gazebo bar – £250

This gazebo bar from Argos costs £330 and comes with a built-in wine glass rack

B&Ms bar is more basic but an absolute steal at just £250

If you’re planning plenty of garden parties this summer, you might fancy picking up a gazebo bar.

B&M has launched one with two stools and a glass top bar, that costs just £250.

Looks-wise, it’s very similar to this Argos one, which is £80 more at £330.

But with the Argos set you do get more bang for your buck, as it has a wine glass rack built in an shelved to keep your bottles in.

The Range also has its own Gazebo Bar, which is currently discounted to £299.99 (saving £100).

The cheapest offer we could find was on Amazon where you could get a gazebo bar from £129.99, but this wasn’t as stylish as the other stores’ offerings and only comes in green.

Charcoal barbecue – £120

B&M’s BBQ is a bargain at just £120

The Range’s similar offering is £30 more expensive even though it has virtually the same features.

No summer party is completely without a barbecue – and B&M’s deluxe Louisiana charcoal BBQ is very reasonable at just £120.

It looks very similar to this stylish Texas Smoker BBQ from the Range, which is slightly more expensive at £149.99

The Range’s version features a temperature gauge and an adjustable charcoal tray with a crank-up system.

It also has a chimney, which can be used for that delectable smoked flavour or as a warming area, and removable dishwasher safe grills.

B&M’s offering has similar features. Its two-tier grill has a warming rack and a built-in thermometer. While the convenient front door allows easy access to top-up charcoal or wood chippings.

It also includes a side shelf, bottom shelf, ash pan and two fixed wheels for easy mobility and even has a built-in bottle opener.

B&M wasn’t the cheapest place to get a BBQ. There’s loads available, so you need to do your research, but Argos had the best bargain we could find, with a near identical product for just £110.

Amazon had BBQs that were even cheaper still, but we couldn’t spot any in the same style.

Lay-Z spa hot tub – £350

B&M is selling the Lay-Z Spa Vegas for the cheapest price we could find online for just £350

Unlike the rest of B&M’s garden bargains, the Lay-z spa its selling is completely identical to the ones you can buy elsewhere (rather than just being similar).

The six-person inflatable hot tub is available for use indoors or outdoors and claims to be very easy to assemble.

B&M is selling the tub for £350, substantially cheaper than Argos’ £599.99 offering.

We couldn’t find the tub any cheaper online at the moment, but plenty of retailers have regular hot tub deals so it’s definitely worth shopping around before you buy.

Amazon launches spring sale with EIGHT days of discounts.

Argos launches MASSIVE half price sale on hundreds of toys.

Asda launches sale on essential baby items including bottles, toys and car seats.
